At the beginning, Qian Deping, executive deputy director of the Wuhan national biological industry base construction and management of the office was the opening guests of speech. He said that this symposium was very meaningful. The innovation chain of bio pharmaceutical industry was complete, but the medical instrument industry had not formed a complete chain of innovation, which was caused by "big industry" with the medical equipment. Policy department, clinical research institute and other multi-level groups and institutions assembled in this symposium , which was helpful for us to explore how to form a complete chain of innovation in the field of medical instrument. Some certain progress biolake had made in the field of medical instrument these years owe to Tacro , a company engaged in medical device consultancy services. At the same time, director Qian Deping said he had high expectations for this medical equipment innovation and entrepreneurship ecosystem construction Symposium, hoping to form a relatively mature program implemented in the biolake by this Symposium, and to establish a model of medical device innovation.
Jiang Haihong, associate professor of Shanghai College of medicine and health, shared his profound understanding of the medical device industry from the perspective of policy and regulation , which was based on the theme of the bottleneck and breakthrough of the innovative development of medical instruments. Professor Jiang pointed out that there were four major bottlenecks on the development of medical innovation: regulations, policies, technology, and talent. In the aspect of laws and regulations, Medical Equipment Management is in urgent need; the concept of registration applicant still needs to be implemented; the relationship between registration and production is not clear, the foundation of monitoring and recall for adverse events is weak. In the aspect of policy, the phenomenon of bidding lower price still exists; the renovation circulation of second-hand medical equipment has become a problem, and long-distance medical devices production and commissioned production management is still unclear . However, there are a series of policies and regulations reflecting the support of the state for the innovation and development of the medical device industry either the reform of Shanghai Free Trade Zone promulgated by the State Council (the State Council  No. 23), or CFDA Order No 52,53,54,55 , since 2017.
Huang Jianying , deputy director of Wuhan University Zhongnan Hospital Clinical trial test center , President of the drug and provincial medical device clinical evaluation Institute in Hubei , stressed that the great market demand of China's pharmaceutical industry, but the medium and high-end medical instruments mainly rely on imports. After introducing the background of the development of clinical trial institutions and the verification of clinical trial data briefly , director Huang pointed out that the authenticity of clinical data is the main problem in the national self-examination. He also cited the supervision of clinical trials of the State Food and Drug Administration for the case, explained the reason and situation of 4 clinical verification returned by the State Food and Drug Administration in detail. At last, Huang listed some open policies on the clinical front issued by nation , and he also gave great expectations for the future in the development of medical instrument clinical innovation.
Wang Bidou, the researcher of Suzhou Institute of Medicine Engineering, shared some experiences from the exploration on the transformation of medical device achievements. Professor Wang pointed out that life science is one of the most active and important direction in the field of science and technology. Governments have issued a series of related policies to support medical devices, but the medical device achievement is in low efficiency and long cycle, and it is a resistance to technology transfer. Therefore, enterprises tend to fall into the "valley of death". Then, Professor Wang shared some experiences about medical device achievement in Suzhou Institute of Medicine Engineering, In the same time, he introduced some successful transformation cases.
Zhang Yinhua , vice president of Suzhou Iron Technology CO.,LTD and Dushu Lake Alliance, told a humor story as the opening, and introduced the background of the establishment of Suzhou Dushu Lake Alliance. Under the guidance of relevant government departments, Dushu Lake Alliance hope to become a booster for the development of China self-innovation city of medical equipment, uniting enterprises based on independent innovation ; suggesting for government in the field of medical devices; accumulating resources to assist the growth and development of the members in the alliance, promote the construction of alliance brand , establish a honest and healthy alliance system. Guo Lei, Secretary of the board of Tacro Technology Co. Ltd and the leader of Tacro space, analysed the beneficial policy environment for innovation and entrepreneurship of the medical device, from the aspect of the development of medical device innovation. And he pointed out that the laws and regulations become more and more perfect, and the supervision become more and more strict. Therefore listed work in medical device will face challenges. On the one hand is the huge market potential and support of national policy, on the other hand is the most strict supervision. Zhang Zhou, general manager of European technology investment co. LTD, introduced industrial advantages of CBTC in sharing innovation resources between China and Europe. In recent years, China's medical equipment enterprises continued to expand overseas mergers and acquisitions, the wish of "going globle" become more and more strong, among them, the Western Europe is the most attractive the medical device market in the world.
